25: Malted Milk Chocolate Sugar Cookie Recipe is an extra chocolatey malted milk roll out that is decadent perfection.  Rich and full of malty chocolate flavor, this just might be my new favorite chocolate cookie.  This cookie has a buttery base, minimal spread, and is paired with a salted vanilla bean royal icing. This recipe contains only regular pantry ingredients and does not use cake flour.
